Terms of Service

These Terms govern access to and use of MemePulse, including its public archive, accounts, voting, comments, and submission features.

1. Operator and contact

MemePulse is operated by Matvei Mikhailovich Moshchin (Мощин Матвей Михайлович), an individual registered as a self-employed taxpayer in the Russian Federation, taxpayer identification number 532122987172. Location: Veliky Novgorod, Russian Federation. Legal and support email: support@memepulse.net. A postal address will be provided through that email where disclosure is required by applicable law or for valid legal correspondence. MemePulse is a brand and service, not a separately incorporated company.

2. Acceptance, eligibility, and regional restrictions

By using MemePulse, you agree to these Terms. If you do not agree, do not use the service. You must be legally capable of entering this agreement. Uploads are limited to users aged 18 or older. Until appropriate representatives and compliance arrangements are in place, account registration and user-generated content features are not offered to persons located in the European Union, European Economic Area, or United Kingdom. Technical availability does not grant permission to bypass this restriction.

3. Accounts and third-party services

You are responsible for activity under your account and for keeping access secure. Information supplied through Google Sign-In is handled as described in the Privacy Policy. Third-party products and services are governed by their own terms. MemePulse is not responsible for third-party services or outages, except where applicable law provides otherwise.

4. Acceptable use

You may not use MemePulse for unlawful, fraudulent, abusive, or harmful activity; interfere with its operation or security; obtain unauthorized access; distribute malware or spam; impersonate others; scrape or copy the service at scale in a way that harms it or violates law; or use automation to manipulate votes, ratings, comments, views, or other signals.

5. User content and license

You remain responsible for content you provide and represent that you own it or have all permissions needed to submit it. Content must not violate law or another person's intellectual-property, privacy, publicity, contractual, or other rights. You grant the operator a non-exclusive, worldwide, royalty-free license to host, store, reproduce, format, display, distribute, and technically adapt your content only as reasonably needed to operate, secure, moderate, improve, and promote MemePulse. The license ends when the content is deleted, except for reasonable backups, legal records, and uses already lawfully shared or made.

6. MemePulse intellectual property

The service software, branding, original text, design, and compilations belong to the operator or relevant licensors. These Terms do not transfer ownership. You may not reproduce, reverse engineer, or exploit protected parts of the service except with permission or where applicable law expressly permits it. Third-party meme material and user content remain subject to their respective rights.

7. Moderation, complaints, and termination

MemePulse may review, restrict, deprioritize, remove, or disable content, features, or accounts when reasonably necessary to enforce these Terms, address complaints, comply with law, or protect users and the service. Moderation may use automated signals to detect spam, manipulation, or security risks, with human review where appropriate and available. Decisions consider the content, context, severity, frequency, and legal obligations. Reports may be sent to support@memepulse.net with the exact URL and reason. Access may be suspended without advance notice for serious or urgent violations; mandatory appeal or redress rights remain unaffected.

8. Availability, changes, and advertising

MemePulse is currently free and may display advertising. Advertising does not make an advertiser the operator of MemePulse. We may change, suspend, or discontinue features, but will act reasonably and honor mandatory rights. We do not promise uninterrupted availability, permanent storage, or that every feature and item will remain available.

9. Disclaimers and liability

MemePulse is provided on an “as is” and “as available” basis to the extent permitted by law. We do not guarantee that user content is accurate or that the service will always be secure, error-free, or available. To the extent permitted by law, the operator is not liable for indirect or consequential losses that were not reasonably foreseeable. Nothing in these Terms excludes or limits liability that cannot lawfully be excluded, including liability for fraud, intentional misconduct, gross negligence, death or personal injury where applicable, violation of mandatory consumer rights, or the operator's own unlawful conduct.

10. Governing law and consumer rights

These Terms are governed by the laws of the Russian Federation, without overriding mandatory rules that apply regardless of this choice. If you are a consumer, this choice does not deprive you of non-waivable protections provided by the law of your habitual residence where those protections apply.

11. Disputes

Before filing a claim, either party should send a written description of the dispute to support@memepulse.net and allow 30 calendar days for a response and good-faith resolution. This step does not apply where waiting would expire a limitation period, urgent relief is needed, or applicable law permits immediate recourse to a court, regulator, consumer body, or other authority. Unresolved disputes may be brought before courts competent under applicable law. These Terms do not impose mandatory arbitration or exclusive jurisdiction.

12. Changes to these Terms

Each version states its version number and effective date. Minor clarifications may take effect when published. For material changes affecting registered users, we will normally show a prominent notice to signed-in users at least seven days before the change takes effect. Urgent changes required by law, security, or abuse prevention may take effect sooner with notice when practicable. If law requires express consent, continued use alone will not replace that consent. Previous versions remain available below.

13. Language and general terms

English is the master version. Translations are provided for accessibility. If versions conflict, the English version controls except where applicable law requires otherwise. If any provision is unenforceable, the remainder stays effective to the extent permitted by law. A failure to enforce a provision is not a waiver.

1. Acceptance of these Terms

By accessing or using MemePulse, you agree to these Terms of Service. If you do not agree, do not use the service. These Terms apply to the public website, account features, archive pages, submissions, and related services made available through MemePulse.

2. Eligibility and accounts

You may use MemePulse only if you are legally permitted to enter into a binding agreement under applicable law. You are responsible for activity under your account and for maintaining the security of your login credentials. If you sign in through Google, you authorize MemePulse to receive the account information needed for authentication and profile creation, as described in the Privacy Policy.

3. Google Sign-In and third-party services

MemePulse may allow you to authenticate using Google or interact with other third-party services. Your use of those third-party services is also governed by their own terms and privacy policies. MemePulse is not responsible for third-party products, services, or outages, and does not obtain access to additional Google data unless separately disclosed.

4. Acceptable use

You may not use MemePulse for illegal, fraudulent, abusive, or harmful activity. You may not interfere with the security or operation of the service, attempt to gain unauthorized access, create fake accounts, scrape or copy the service at scale, distribute malware, spam other users, or use bots or automation to manipulate votes, comments, or other public signals.

5. User content and submissions

If MemePulse enables uploads, comments, profile content, or submissions, you remain responsible for the content you provide. Uploads are for people aged 18 or older. You represent that you own the content or have all permissions required to submit it, and that it does not violate law or the rights of others, including intellectual property, privacy, publicity, or contractual rights. By submitting content to MemePulse, you grant MemePulse a non-exclusive, worldwide, royalty-free license to host, store, reproduce, display, adapt, and distribute that content as needed to operate, improve, moderate, and promote the service.

6. Intellectual property

MemePulse, including its software, branding, design, text, compilations, archive features, and site features, is owned by MemePulse or its licensors and is protected by applicable intellectual property laws. Except as expressly permitted by these Terms, you may not copy, reproduce, distribute, reverse engineer, or create derivative works from the service.

7. Moderation, suspension, and termination

MemePulse may review, limit, remove, block, or disable content, accounts, features, or access at any time where reasonably necessary to enforce these Terms, comply with law, respond to complaints, prevent abuse, or protect the service, users, or the public. We may suspend or terminate your access without prior notice if we reasonably believe you violated these Terms.

8. Availability and changes

MemePulse is an evolving product. We may modify, suspend, replace, restrict, or discontinue any part of the service, including pages, archive features, integrations, or public routes, at any time. We do not guarantee uninterrupted availability, permanent access, or that any content or feature will remain available in its current form.

9. Disclaimers and limitation of liability

To the maximum extent permitted by applicable law, MemePulse is provided on an "as is" and "as available" basis, without warranties of any kind, whether express or implied. MemePulse does not guarantee accuracy, completeness, availability, security, or fitness for a particular purpose. To the maximum extent permitted by applicable law, MemePulse and its operators will not be liable for indirect, incidental, special, consequential, exemplary, or punitive damages, or for any loss of data, profits, goodwill, or business opportunities arising from or related to your use of the service.

10. Changes to these Terms

We may update these Terms from time to time. If we make material changes, we may revise the effective date and publish the updated version on this page. Your continued use of MemePulse after the updated Terms become effective means the updated Terms apply to your future use of the service.
